Employee Benefits
Provide employees counseling on health and life insurance election, employees on retirement and preparing retirement estimates. Interpret and apply OPM’s Civil Service Retirement System (CSRS), Federal Employee Retirement System (FERS) retirement, Federal Employee Health Benefits (FEHB), Federal Employee Group Life Insurance (FEGLI) and Federal Long-Term Care Insurance guidance and handbooks. Review official personnel folders (OPFs) to aid in processing relevant forms such as beneficiary of employees.

Job Classification
Federal classification and job grading analyses of existing grade/category structure or hierarchy. Provide review and analysis of each level in the grade/category structure job description and associated job titles. Assign jobs to grades/categories providing the closest match to the job. The classification of a position is decided by comparing the whole job with the appropriate job grading standard. To ensure equity in job grading and wage rates, a common set of job grading standards and instructions are used. Duties, skills, knowledge, and labor jobs; job grading standards are developed along occupational lines.

Compensation
Performs analysis, guidance and advisory services related to the effectiveness of pay administration, compensation, records and timekeeping processes
Monitors and evaluates performance toward outcome-oriented goals and objectives

Employee and Labor Relations
Provide authoritative advisory services and policy interpretations, and dealing with complex issues and problems characterized by breadth, importance or severity
Technical expert on performance management and conduct-based actions and related employees program policies and practices.  Respond to program issues where is the potential for serious impact to the customer mission, such as complaints, grievances, and appeals that overlap EEO or Labor Relations areas.  Assess the impact of new practices or pursuing certain actions in light of their perceived impact.

Perform fact-finding interviews and advise management on the preparation of disciplinary and adverse action, grievances, and appeal letters.  Discuss the soundness of the case with managers and supervisors, drawing comparisons to past practices, applicable laws, regulations, and case law.  Provide advice in a manner that promotes the Government's interest.
 
 

Recruitment and Staffing
Conducting recruitment and outreach of Merit Promotion (MP) and Delegated Examining Unit (DEU) positions. Analyze and determine minimum qualifications of applicants in accordance with OPM qualifications standards. Perform Merit Promotion and DEU staffing actions. Apply working knowledge of the Office of Personnel Managements’ (OPM) USA Staffing automated hiring system and USAJOBS and authorized Direct Hire Authorities

Total Reward Statements & Programs
Provide snapshot of the value of all forms of compensation - salary, insurance benefits, retirement plans and other employment-related programs.
Evaluate and analyze vendor products/tools “platform agnostic” liaison.

HR Processors/Assistants
Provides support in multiple HR functional areas, including recruitment and staffing, classification, employee relations, and SF-50’s record reviews.
Official Personnel File and Electronic Official Personnel File maintenance
